Liberty Mutual’s David Lamparella Named Chair of PIA Carrier Council

Council brings leading carriers and independent agents together to strengthen distribution and advance the independent agency system

Washington, D.C. — [Sept. 23, 2026] — The National Association of Professional Insurance Agents (PIA) announced that David Lamparella, AVP and Region Director at Liberty Mutual, has been appointed Chair of the PIA Carrier Council. Lamparella will serve a one-year term, succeeding Rick Pierce of National General Insurance, an Allstate company.

The PIA National Carrier Council brings together PIA and leading national and regional insurance carriers with top agents to identify shared challenges and opportunities and develop practical programs and resources that help agencies grow, operate more effectively, and deliver greater value to their clients.

Members of the PIA National Carrier Council include Erie Insurance, Goodville Mutual Insurance Group, Liberty Mutual, Mercury Insurance, National General Insurance, an Allstate company, Penn National Insurance, Progressive Insurance, Selective Insurance Group, The Hanover Insurance Group, and Travelers.

The Council’s work spans many of the issues shaping agency success, from attracting and developing talent to customer retention, cybersecurity, digital sales and service, perpetuation planning and helping agencies respond to changing customer expectations. One area of focus right now is the industry’s talent gap. The Carrier Council partnered with PIA’s Ascending Leaders Council to develop Winning@Work, a report designed to help agencies better understand what rising insurance professionals want from their workplaces and how to create environments that engage and motivate emerging leaders. The groups are currently developing a follow-up report focused on helping new insurance professionals succeed faster by understanding agency life, building trust and relationships, and identifying opportunities for career growth.

Additional Carrier Council initiatives have focused on helping agencies demonstrate their value to clients and strengthen customer retention, use technology to meet changing expectations, improve cybersecurity, attract and retain talent, and plan for the future of their businesses.

Lamparella brings extensive insurance industry experience and a strong understanding of the evolving needs of independent agencies. As Chair, he will help set the Carrier Council’s priorities and foster greater cooperation between agents and carriers on initiatives that strengthen the independent agency system.

“Independent agencies are constantly evolving as they respond to changing customer expectations, new technologies, workforce pressures and an increasingly complex insurance environment,” said Lamparella. “The PIA Carrier Council provides a forum for agents and carriers to share perspectives and turn ideas into meaningful action. I look forward to working with PIA, Council members, and independent agents to identify new ways we can strengthen agency distribution.”
