9. Cookie Statement and Web Beacon Policy

This Cookie Statement explains how PIA uses cookies and similar technologies to recognize you when you visit the PIA website. It explains what these technologies are and why we use them, as well as your rights to control our use of them.

a. About Cookies and Web Beacons

To help enhance the performance and functionality of the PIA website, we use session, persistent, and third-party “cookies” that store a small piece of data on users’ computers and collect certain information about users’ visits to the PIA website. We also use cookies to understand users’ browsing and buying activities, so that we can measure the success of online advertising campaigns we run on our website. We also use web beacons (either directly or from our partners), along with cookies, to determine if a user has visited a particular website. These beacons aid in providing more relevant advertising to each user, as well as measuring the success of an advertising campaign, but they provide no personally identifiable information.

Cookies are small text files that web servers typically send to users’ computers when they visit a website. Cookies are widely used by website owners to make their websites work, or work more efficiently, as well as to provide reporting information. Cookies are stored as text files on users’ hard drives, and they can be accessed by web servers when the user visits a website or views an advertisement.

b. Types of Cookies and Web Beacons

Cookies set by the website owner (in this case, PIA) are called “first party cookies.”  Cookies set by parties other than PIA are called “third-party cookies.” Third-party cookies enable third-party features or functionality to be provided on or through the website (e.g., advertising, interactive content, analytics). The parties that set these third-party cookies can recognize your computer both when it visits the PIA website and when it visits certain other websites.

PIA uses first party and third-party cookies for several reasons. Some cookies are required for technical reasons for the PIA website to operate, and those are considered essential or necessary cookies. Other cookies allow us to track and target the interests of our users to enhance their experiences on the PIA website. Third parties serve cookies throughout the PIA website for advertising, analytics, and other purposes.

A session cookie is a cookie that stores information as a user is using the site but is deleted once the browser session is finished. A persistent cookie is a cookie that stores information as a user utilizes the site and stores and uses that information in connection with future visits of the user to the site.

Third-party cookies and/or web beacons are cookies or web beacons (sometimes called “tracking pixels” or “clear gifs”) provided by our technology and/or advertising partners. Web beacons are tiny graphics files that contain a unique identifier that enable us to recognize when someone has visited the PIA website or opened an email that we have sent them. This allows us, for example, to monitor the traffic patterns of users from one page within the PIA website to another, to deliver or communicate with cookies, to understand whether you have come to the PIA website from an online advertisement displayed on a third-party website, to improve site performance, and to measure the success of email marketing campaigns. In many instances, these technologies rely on cookies to function properly, so rejecting cookies will impair their functioning.

c. Why We Use Cookies and Web Beacons

Any third-party cookie or web beacon that we authorize for use on the PIA website only collects that information described below for the same stated purposes as if we were directly collecting the information. For a third-party cookie or web beacon, the third party will have access to the collected information to provide us with information or services to enhance the performance and functionality of the PIA website.

Third parties may place cookies on your computer to provide you with advertising on the PIA website. Third parties may use information about your visits to the PIA website and other sites to provide relevant advertisements about products and services that you may be interested in. They may also use technology intended to measure the effectiveness of advertisements. They can accomplish this by using cookies or web beacons to collect information about your visits to the PIA website and other sites to provide relevant advertisements about products and services of potential interest to you.

The cookies and web beacons we use collect non-personally identifiable information about users of the PIA website, including browser used to access the site, date and time, the URL of the page being loaded, users who have visited a particular website(s), any previously assigned cookie identification (a unique identifier assigned to a user to identify repeat visitors), browser window size, the geographic location of the user, and the device and operating system used to access the PIA website. The information we collect from these cookies and web beacons is used to determine information about a user’s visit to the PIA website, including the number of visits, average time spent, pages viewed, navigation history through the website, and other statistics.

This information is used to enhance the user’s experience while visiting our website and improve its performance by, among other things, allowing us to monitor its performance, making the PIA website easier to use, measuring the effectiveness of promotional placements, and tailoring the PIA website, including the ads and offers a user receives, to better match individual users’ interests and preferences.

This can usually be done by contacting the membership department of PIA to review and/or change this information.

13. Your Legal Rights

Where we process personal data based on consent, we will ask for your consent. You may withdraw your consent at any time, but that will not affect the lawfulness of the processing of your personal data prior to such withdrawal. We may process your personal data for the purposes of our legitimate interests, provided that such processing does not outweigh your rights and freedoms. Where we rely on legitimate interests, you have the right to object. We process your personal data based on legitimate interests to:

  • Target our marketing;
  • Protect you, us, or others from data security threats; and
  • Comply with laws that apply to us.

14. Means of Redress

If any user of the PIA website suspects PIA has handled their personal information in a manner that does not comply with this Privacy and Cookie Policy, please contact us by email at web@pianational.org or by calling (703) 836-9340.

15. Links to Other Websites

For your convenience, our website contains links to other, external Internet sites not under PIA’s control. Please be aware that PIA is not responsible for the privacy practices of such other websites.

In addition, should you happen to initiate a transaction on a website that the PIA website links to, even if you reached that site through our website, the information that you submit to complete that transaction becomes subject to the privacy practices of the operator of that linked website. You should read that website’s privacy statement or privacy policy to understand how personal data that is collected about you is used and protected by said third party. We encourage our users to be aware of when they leave the PIA website and to read the privacy statement of each website that collects personal data. This Privacy and Cookie Policy applies solely to information collected on the PIA website.

16. California Privacy and Cookie Rights

Pursuant to the California Consumer Privacy Act (CCPA), California residents are entitled to make certain requests in writing of businesses with which they have an established business relationship about the business’s use of their personal information.

  1. You can ask us what personal information we have about you, including a list of categories of your personal information that we have sold; a list of categories of your personal information that we have shared with third parties for a business purpose; and the names and addresses of all such third parties.
  2. You can ask us to delete your personal information.
  3. You can ask that we stop selling your personal information.

California law requires that PIA indicate whether we honor “Do Not Track” (DNT) settings in your browser concerning targeted advertising. Such settings enable their users to effectively deny websites with cookies the ability to use those cookies for tracking purposes. PIA does not currently monitor or follow DNT browser requests.

If you are a California resident, PIA will fulfill each such request to the extent required by law. More information on each of these requests is below:

  1. What personal information do you collect about me? If you make this request, we will return to you (to the extent required by law):
  • The categories of personal information we have collected about you.
  • The categories of sources from which we collect your personal information.
  • The business or commercial purpose for collecting or selling your personal information.
  • The categories of third parties with whom we share personal information.
  • The specific pieces of personal information we have collected about you.
  • A list of categories of personal information that we have sold, along with the category of any other company we sold it to. Any of the categories of personal information that we collect could be included in a sale to other companies. If we have not sold your personal information, we will inform you of that fact.
  • A list of categories of personal information that we have disclosed for a business purpose, along with the category of any other company we shared it with.

You can ask us to provide you with this information up to two times in a rolling twelve-month period. When you make this request, the information provided may be limited to personal information we collected about you in the previous 12 months.

2.  Delete My Personal Information: You have the right to ask that we delete your personal information. Once we receive a request, we will delete the personal information (to the extent required by law) we hold about you as of the date of your request from our records and direct any service providers to do the same. In some cases, deletion may be accomplished through de-identification of the information. Choosing to delete your personal information may impact your ability to use our websites and online features, including use of our online members-only features and resources and limit your use of other online functions that require your personal information.

3.  Stop Selling My Personal Information: PIA does not share your personal information for money; we share personal information within PIA and with certain third parties, which may be considered a “sale” under California law, even if we do not receive money in exchange for the information. For purposes of California law, we may share with these parties all categories of personal information, except for background and criminal information, biometric information, and government identifiers. We do not knowingly sell the personal information of minors under 16 years of age. If you are a California resident, you have a right to opt out of the sale of your personal information. To do so, please contact us by email at web@pianational.org or by calling (703) 836-9340.

If you would prefer that we delete or stop selling your data, it may affect your PIA website experience, and you may not be able to participate in certain PIA programs or membership services that require usage of your personal information to function.

If you would prefer that PIA stop sharing your information with third-party organizations, please contact us by email at web@pianational.org or by calling (703) 836-9340. Please allow a reasonable period of time for us to satisfy your request, as some sharing may be underway at the time of your request.
